All you have to do is talk to Sui Dong to receive a task to collect a special cherry blossom. Next to a group of people, an Electric Barrier and a Thunder Sakura Branch are visible. Just activate picking cherry blossoms earlier, then you can not go through the barrier, but immediately complete the task.
After completing the task, access to the next quest in the series opens - "About Shrines and Sakura".
