This set is needed:

2) Characters who can periodically deal damage with E-shka, preferably from a pocket.

Noel can't implement this set on her own. She doesn't need HP, because she plays from Defense. Also, she won't be able to constantly trigger the set buff, because her E-ka deals one-time damage and has a long CD.
