To open the first Encanomiya quest, you must complete quest Still water.

Having descended into the reservoir under the sanctuary of Sangonomy, the traveler will fall into a cave. Walk forward to the marker and watch a short cut-scene, after which Paimon will offer to go deeper to inspect the remains of the civilization.
