How to start the Enemy of the State quest in Honkai: Star Rail
To access the Enemy of the State mission in HSR, you will need to meet a couple of requirements:
- Have at least 40 Level of Development.
- Complete the mission "Small Town Grotesque".
Once you've completed the previous quest and watched the scene with Sunday, automatically start a new quest.

Reunited with your companions after the disaster on the Celebration Planet, meet with Gallagher and learn more about the tragedy of the dream world before the Harmony Festival even begins.
Ask Gallagher what's going on
On location Firefly.
The Clockmaker's Assistant will introduce himself again and explain the reason why he arranged a competition for his Legacy, to which you can respond with the following remarks:

- Is someone controlling Stellaron?
- You're lying again!

Return to the place where you first met Gallagher, to the monuments of the three Nameless Ones.
The bartender will open the way to the garden where the Clockmaker is located - the first and last Nameless Penaconia named Michael-Charles Legwork.
Go down any path on the side of the slabs and head straight to the north of the Dreamstream Reef.
After climbing the stairs, approach the wheelchair and meet with the Clockmaker.
The legacy of the Nameless One will be a dream bubble, upon interaction with which you will be offered the following options:
- How can this be?
- Concentrate and try to capture the memories...
- Take a deep breath and try to read the dream bubble again.
Regardless of your choice, you will find absolutely nothing inside the memorial. Himeko will be planning to go to the Dream World Trading House to deal with this situation.
